Starting EFY 2000
(2007/09), yearly preparations of the health sector in Somali region differ
from previous planning approaches, since it was based on basic principles aimed
at:
The focus areas of
the core plans are based on the priority areas of HSDP III (five year plan),
aimed at making primary health care services accessible to the whole population
in Somali region. These areas include: improving maternal and child health,
prevention and control of communicable diseases (HIV/AIDS, Malaria and TB),
Human resource development and establishing systems influencing the development
of the sector, such as HMIS, Logistics Management system and health care
financing.
The core plan
comprises of the following ten priority issues:

implementation of capacity and performance system;

Expanding
primary health care services;
3.
Strengthening
hospital-based services;
4.
Strengthening
maternal and youth health services;
5.
Improving
child health;
6.
Increasing
the coverage of health-related nutrition services;
7.
Improving
hygiene and environmental health services;
8.
Prevention
and control of major communicable diseases;
9.
Prevention
and control of non-infectious diseases;
10.
Strengthening,
monitoring and evaluating systems as well as health systems research
